Make sure engine gets warm air
make sure heater is clean, flush out and change water.
sometimes the on/off tap in the heater hoses can block up, limitting flow.
also fix any drafts.

I'm in the process of fixing up a problem with my heater. I was getting a cold draft, which was a cable adjustment to shut the dash vents off completely. Upon disassembling of the dash, I discovered a cable had come off the heater, so that I couldn't recirculate inside air, thus always trying to heat outside cold air.
Also discovered cables need a bit of adjusting, to make sure everything opens and shuts at the right time.
So checking the cables may be wise.
Dash work is a pain in the back and neck, tho.
I managed to break the dash fitting a better radio, and had to do it all over again
Haven't tried it yet, but I believe it will help.
Fixed a few annoying switches and stuff while I was at it, too.

Yeh there is definately something amiss with the heater, zooks heaters are known to pump out a heap of hot air, mine certainly does.
Check the flexible hoses too, just squeese them in your hand, one of mine developed a tiny hole so i replaced the hose and discovered it was almost blocked with crud anyway.
