I am no mechanic so my answers may reflect this fact.

Maybe you get bad fuel with water in it causing condensation.
Maybe the choke is dead.
Maybe thermostat is stuck open.
Maybe turbo has a problem.
Maybe you have a cracked head.
Maybe you shouldn't have annoyed your neighbour that time.
Last and probably least is maybe your injector line is kinked.

Is it factory TD if so I thoguht they were direct injected.

If its not factory turbo then maybe see if you can let the glow plugs warm up a couple of time. Turn the ignition on wait 5 - 10 seconds but dont start it. Turn the ignition off and do this a few time to see if it start better then the prolem might be glow plug related. Maybe the relay to the glow plugs is not working correctly

I have noticed on mine when i start it it automaticly increases the idle so when cold. I am not too sure what does this or how it works someone else would be better to describe it.

I would not think it would be the turbo causing the problem.

Does it do this only on cold (first startups) or does it do it every start up?

My MK T/D did the same thing. Was glow plugs. Either an electrical fault, ie relay unit or the glow plugs themselves. That would be my bet. I have also seen lack of compression do it as well, but you haven't said anything about lack of power so I would think not.

could be air in the fuel system. Try priming it (pump the priming pump until it goes hard) before starting it. If it starts good, it's getting air in somewhere. Check all hoses and fittings from pump back to the tank.
