Can anyone tell me what the boost is on a 200tdi and what they can handle in the way of more boost?

They are about 10 psi from factory. They can be taken up to 16 PSi easily, with fuelling adjustments too.
Any more and they really require a bigger intercooler.
This make a big difference, especially if you remove the middle muffler or replace the exhaust with a 2.5 to 3" mandrel bent system.

Where is that taken from, it has in the book that it taken from the T piece just off the Turbo but I have mine plumbed in to the intake manifold. It is at 8.3Psi
I know some pressure is lost between the Turbo and the ENG but I don’t know how much.

Yup, you probably find it is lost through the intercooler, they have some pretty useless convoluted and restrictive plumbing on the 200 motor .
I would leave the gauge in the manifold, shorten the actuator rod on the wastegate and wind up the main fuel slightly, bit by bit until you are getting about 14 to 15 psi (peak) under full noise.
