Is there anyone in OZ that makes up axle-shafts to custom lengths/spline counts? Has any-one had any made over here, or is importing from U.S.A my only option?

You can subbi the work out if you can sweet talk. I looked into doing this a while ago - worked out around $150-$200 a shaft (full floater). As long as the gear cutting mob has the right sized tool it should be cheapish for the hobbing. The steel and heat treating is nothing major.
