any diesels arent meant to rev as quickly or as high as a petrol but 3000rpm sounds quite bad. how old is the engine?? it might just have dirty oil or didnt get serviced very often.

could have the bolt that stops the cable from moving to far wound in or streched cable get someone to sit in it and rev it by pedal then get the throttle assembly and try turn it futher look for something restricting it also what about a fuel filter could be claged up and not letting it flow enough to get decent RPM

Crack the supply line off the back of the injectors and use some brake or carby cleaner to clean them up a bit and check the fine gauze filter behind the fuel cut solenoid. If either of these gets caked up they will not help.

there are 2 different types, the early 2.4 are not interchangable with the later ones. need to know which type you have.

do the usual serviing first, oil change fuel filter change etc.

is it blowing smoke at all ?
if not it could be under fueling eg blocked fuel hose or some has adjusted the pump.
check the throttle isn't being stopped to early.
check EGR is blocked off. quite comman for these to be stuck open and it makes the motor run like crap.
check cam belt timing, mayby its slipped a tooth.
