A kzte engine has a butterfly in the inlet manifold that is almost closed at idle, as well as being fully shut when stopping the engine. You have obviously fitted a dual reading gauge and are now seeing this. Or you have a very restritive i/c.

Hope this helps

Sounds perfectly normal to me. My 2.4 does the same. The reason you get more vacuum on engine shutdown if the 1KZ-TE has the same small butterfly as the 2.4 is because this closes on engine shutdown as well as the main butterfly.

why other vechiles don't often see vacum is due to the EGR being open when the butterfly is partially closed.

you obviously have the EGR blocked.

by any chance when you fitted the intercooler did you remove the TPS? if the TPS is not correctly adjusted it can alter when the emmision system works.
