Do i need to use it? can i just hook up the fuel cut solenoid and tacho? or will i need to get an ecu for the engine?

yes you need it. as well as ecu and the other sensors.
your not going to go far without the throttle cable connected to something
(unless you convert it to 2lt by useing a 2lt pump)

It depends if your are running the electronic pump or not, if it is the elctronic you will need everything. Crank, coolant, air temp, boost pressure, many relays etc.

you need all the sensors that came with the motor originally.
map, water temp, air temp, crank postion and throttle position.
