Have a read of that thread, 37's and 3" lift.
the 37's arent engineer friendly, but 35's and lift maybe. As every1 has stated, engineers and cheap are mutually exclusive, expect a bare bare minimum of $500 is a rough estimate, and ring them BEFORE you do any work and ask what their thoughts/ideas are and whether they will pass what you have in mind, and if your planning to insure it ask your insurance company (anonymously if needs be).
