idle revs controller

Hi the idle revs controller on my landcruiser bj73 does not make the revs increase/decrease wen turned?

Does anyone know the problem and how it could be fixed?

Obvious things if you havent checked already, Is it conected both ends and the cable isn't broken inside aywhere

You aren't talking about the hand throttle are you. If so you are pulling it out aren't you not just twisting it. I assume they are the same as all newer Toyotas.
