sierra choke - is there somthing missing? (pic)

hi all, i have searched about my seirra stalling straight after it starts - found the "dying at idle" thread to be very helpful and put the advice to work and it didnt really change anything...
so i am wondering how the choke is supposed to work because in a few threads i read that its supposed to be closed? when engine is cold and open up as it warms up?? is that correct???
if soo the choke dont close at all!!!! the lever that the choke is connected to moves very freely like its missing something??? a spring maybe? im not sure but it doesnt seem right...
if you look in the pic theres the throttle bracket, just behind you can see the bracket with the 2 small holes in it and below that is the other little bracket thats connected to the choke assembly - it moves up and down but seems like it has no purpose as it doesnt do anything?? choke just stays open....
i thought there might be a spring missing????
