Make sure there is power to the anti dieseling solenoid on the carb , you should be able to feel it click when you turn the ignition on . check for vacuum leaks . Does it run ok at higher revs?

The carb has a solenoid on the side at the top , it shuts off the idle passage when it loses power (when the ignition turned off) it stops the fuel in the passage . It's to stop engine running on after ignition off . The engine will run (although rough) if the pedal is held open enough to get some fuel through the progression ports . SO this is why i said to check the solenoid power supply , should have made sure i worded it better so as not to confuse it with a diesel shut down .
