NH idling way too high any idea's

Hi I have a NH thats idling at 1800 revs.I have taken off the idle control to see if it was that but it still idled to high.I checked the timing and when the car was earthed the idle came down....
I was told that earthing the car will reset the idle control but when the earth is removed and the car is started again it idles at 18oo again. I thought by taking the idle control off that the car would settle down but it doesnt.Any ideas

They have a cold running idle bipass. See if the two small water hoses going to the throttle body are getting hot.

I have also unplugged the air flow meter and the revs came right down is this normal??
