can extended shackles be engineered. and can my 2 inch body and 2 inch springs and 33s be engineered at the same time???

If you are fitting substantially longer springs, then you are permitted to fit shackles long enough to be appropriate for the springs you are using.
IE - a suzuki sierra rear spring is about 750mm long and uses a 75mm long shackle. a hilux uses a 1000mm long spring and a 100mm long shackle. I'm working on a Sierra with 1000mm long rear springs ATM, and the engineer has accepted the need for 100mm long shackles to suit the spring length.
No, you won't get the OK for longer shackles with factory length springs. That will include off the shelf "bolt in" aftermarket springs too.
