I dont see why you want extractors on a newish turbo engine
shot answer is yes you could get them made, does someone have them as a stock item I dont know.
I would imagine there would be more benefit from better dump pipe tp the turbo and possibly changing the turbo and or adding an intercooler

Short answer NO
Extractor manifolds are for N/A engines.
But
You can get tuned length (extractor) type turbo manifolds but they are pointless for one chasing low end power increase.
To increase ur low end torque, get a 3" mandrel bent exhaust and 3" dump pipe fitted. Probably looking at the $1300-1500 mark for that.

Because his proberly fitting a larger diameter pipe, but still having stock, "tri-flow" or chamber mufflers and crush bent bends.. in turn, DECREASING flow.. and INCREASING the time that it takes for you turbo to wind up.. etc.
For a 3.0L Tdi Hilux i would be going a 2.5" dump, 2.5" MANDREL exhaust with no mufflers. 3" will be a little to big if you ask me.

3.0" is NOT too big for a 3L turbo motor- I have one on my 1KZ and its made a huge difference.
Line my hilux up against dads prado (the prado has the advantage in power and torque from factory) and the lux kills it. The hilux starts to pull hard and build boost at about 1200rpm, the prado needs 1600 to start to get going.
I paid $1040 for a fully custom exhaust, 3" mandrel, Open pipe muffler and labour. Cos mines an engine swap, everything from the dump pipe to the routing of the exhaust had to be custom made.

2005 HDJ100 Manual, ARB bar, XD9000 winch, ARB rooftop tent + awning, Drawers, Engel, 2" OME lift, 285/75R16 KM2's, iCom, HID XGT's.
Its not about how fast your car is compared to a Prado bud. I just dont think a 4cyl needs a full 3" with mufflers (restrictions - straight through or not) the hotter the gas, the faster is wants to get out. When you got a 3", more diameter, more time to cool, less "rush" to get out the exhaust. And plus, a 2.5" mandrel, without mufflers will have no restrictions, at all..

when i rang up all i remember is, him saying for $180 he can fit and install a 'straight through exhaust' (whatever that means), he said he cuts it off before the muffler and simply just welds on the new 2.5" pipe.....
Sorry i know that isnt a very good description, but from what ive said if you understand, will that help or make a difference at all??

I spent almost $4000 on my 3.0l patrol turbo diesel, ended up with a mufflerless 2.75 system, which ended up half way down the body.
I've had crush bent, mandrel bent. 2.5", 2.75", 3.0". Mufflers, no mufflers - all the bullshit. I found what a 2.75" running 19psi on the patrol worked best.
