Building Wheel Spacers

Im thinking of building a set of 1.5 inch wheel spacers (the style that has a second set of studs) and I was wondering if any one could tell me the measurments of inside and outside diams. I think they were posted on here once before.
Also whats the best material to make em out of?
Snake racing say theirs are made from billet steel. WTF does billet mean?
I work at a place that does machining and stuff so that side of it I should have covered.
Im thinking I should be able to make em cheaper than $165 each.

Billet steel is from a Large Solid steel rod, probably about 200mm in diameter.
Expensive in a useable grade.

Not really legal any way. Cheaper and safer to get offset rims.
