cheap diahatsu power mods

so brothers got a stock 91 rocky with the 2.8 td. Wondering what power mods can be done on the cheap side of things. Car has straight through 3" exhaust already
93 RV, 5 in tough dog lift, dobinsons shocks and coils, PA, dual fuel, many many oil leaks and a ton of character.

any help is good. Does anyone know what the original turbo can be boosted to safely before needing a bigger intercooler. I have been told previously that the intercooler on those models isn't really needed in stock form

over here in the uk we run them up to 16psi,just keep a eye on the temp gauge
