Could be a few things, are the glow plugs good? Take the busbar off and check for continuity between the terminals and the motor. Check the relay/s, there may be more than one, depending on what year the vehicle was made.

I had same problem. It was the continuity between the bus bar and connector on the No 1 plug. Then I tried to remove the nut and snapped the threaded part of the glow plug off. A new set in now sandpapered all connections on the bus bar and all is good ;)

Check connection where wire meets bus bar. Do you have a multi meter? or a test light? Connect to bus bar, turn on ignition and see if you are getting power to your plugs.
