Load proportioning valve problems

I have just put the brake system back together and cant get any fluid through the LPV, i can bleed it no worries but cant get any through to the back brakes. it has been modified for coil conversion so the bar has been cut and now just has an adjuster on it, which i have adjust from one limit to the other and made no difference. i have mounted it upside down, would this stop it from working properly, or is there another problem maybe,

Sounds like the valve is stuffed but I'm not expert on em. You could run a manual brake bias adjuster like this http://www.ebay.com.au/itm/WILWOOD-Brak ... 2562a04b56" onclick="window.open(this.href);return false; and dial in ya bias spot on. They're legal if they're not mounted inside the cab and if they can't be adjusted without tools.
