4" should get 33"s on with appropriate bump stop adjustment. (as said; 10.5 wide because they will stick out of the flares a lot if wider)
procomp lifts are reasonably priced... or make your own (springs, shocks, & bump stops for 2"). as said, ome is v.good.
winch can fit on stock bumper with a winch plate.etc but most won't go past the arb winch bar. tjm also make similar one.

Hey Andrew,
As the guys have said there are a HEAP of suspenison choices out there for the TJ's. Pro-comp do a good coil and shock combo, Rubicon express have good options as well along with Tera Flex and Rancho also offering a good set-up.
Really it comes down to budget. What's the reason for the 2" BL, is it only to get larger tyres under? One big consderation with the TJ's mate is thier drive ratio, remember it will only be a 3.07 raito (if manual) which is ok for 31's but you do start to notice it with 33+ tyres.
I notice you're in Melb, I'd be more than happy to have a chat over a beer to see what she needs and what the best options are. As for a winch plate and bumper I can easily custom make both for you with out a prob.
Is you're freind heading to the "Jeep Jamboree" on Oct?
MSN me m8 I should still be on you're list.
