If I grind off along this weld will the DC joint come out and will there be any meat left on it that is normally in the tube to attach it to something else.
Or...do I need to cut a bit further down from the weld.

Its normally pared off in a lathe, then turned back down to spec, fitted into the new or modded shaft and new uni joints installed, then re-balanced.
It is kind of a precision job..... if you have ever seen a shaft blow due to torque, rpm, slight kink in tube surface etc you would understand.
I have had shafts custom built & balanced for as little as $200 and up to $400 using all new components.
