there shoudl be a mark on your cam gerar that lines up with a line on the right of the pulley on the head....there is a mark on your injector pump that lines up with a line directly above it or behind it.........and your bottom balancer shoudl be lined up to the spike that sticks out

use the timing marks, it's pretty hard to go wrong:
first wind the crankshaft to approx 90 degrees from TDC (before or after doesn't matter). this means all the pistons are down a bit from the head so you can freely spin the camshaft without crashing the valves into the piston crowns.
next set the camshaft so that #4 cylinder is on overlap, ie both of the #4 cylinder cam lobes are engaged on the rocker arms (or close to) - this means the #1 cylinder is at the top of the compression stroke. the timing mark should be close to lined up - line it up.
then set the fuel pump to TDC, there should be a timing mark for that too. The pump will 'rock' as though a spring is preventing the pump pulley from staying exactly where you want it. put the pump as close as you can.
now set the crankshaft to TDC. it has to be spot on.
thread the new belt around the crankshaft pulley, then holding it tight around the crankshaft pulley with one hand, rock the pump pulley with the other hand until it drops into the correct tooth on the belt. there should be no slack in that section of belt and both timing marks should be spot on. now do the same from the camshaft, and release the tensioner - make sure all the marks are still lined up. spin the crankshaft around twice and make sure all the marks are still ined up. bolt it all back together and you're on the road.
