Have a look thru the rad fins OUTSIDE of the swept area. Normally get dry crud in their that reduces efficiency by 50%.
Need to remove rad and hose thru carefully.

could be a blockage in your motor,

get the radiator shop to do a high pressure clean of the entire system.

to test you clutch fan when cold it should have a fair bit of resistance. If you grab it and try to spin it it should not spin freely when cold.

On start up you should be able to hear the fan as it roars over the engine till it warms up and diengages. When temp reaches right level the clutch fan should kick in and again you should be able to notice a difference in sound.

If the clutch seems a little loose try adding a couple bottles of silicone that can be bought from toyota for about $14 a bottle.

I tried this but ended up haveing to replace my clutch fan. I was lucky and found a good second hand unit.

My SD33T always sat around the quarter mark and in summer with aircon would hover around half. Hill climbs saw it climb a little higher than half but not much.
