slow starting

Hi Guys
Got 93 td42 Patrol. Noticed on starting from cold engine would chug for 4 or 5 turns before starting after heat plug light went out. Unusual I thought as it normally bangs into life second turn. I had 6 new NGK plugs on hand so fitted them.....bugger still done the same on me this morning. So if glow plug relay was faulty would plug light on dash go out as normal. I thought light was going out rather quick.Is there a fusible link and or another fuse in the footwell somewhere.When taking the plastic screw cap off the old heater plug there was only a small spring washer on the thread part of the plug. With new plugs there is spring washer plain washer and small hex nut. Do you use any of the supplied stuff on Patrol application? I will check battery also but engine is turning quickly. I have meter but don`t know which setting to put it on to check power at glowplug and bar strip. Any help appreciated.
