Slow filling is quite common usually..... but ..... its usually a problem we see in the hotter months.
The LPG remaining in the tank has a higher pressure in a hot enviroment and then when you try n add extra LPG the tank pressure is usually higher than the servo's tank pressure leaving the bowser pump to do all the work.....this is why its slow to fill on a hot day when the car is hot.
Once around 15% of the cars capacity has been filled the incomming LPG has by then cooled the existing LPG and the fill rate increases ...... obviously the more LPG that enters the cooler the tank gets and the faster the flow rate is.
The opposite can occour aswell...... being that the servo's tank may be low in quanity and therfore the pressure in that tank is very high ( 210psi, 110psi is normal from memory ), in this case the tank fills really fast but slows to a crawl after around the 70% mark.
As most of you know we recently did a charity bash up through central Aust....... on a few of the days we encountered 40degree plus days ..... filling up mid afternoon meant standing next to the car for 15mins to add the 140lits of LPG..... at one stop we watched for 85seconds to see ONE lit of LPG go in ( that happened @ Curtin Springs and it was 48 degrees !! )
Best option is to fill up in the early morning, servo's tank is cool as is the one in the car........ I'd be trying that before I took it to the LPG Dr.
Auto fill limiters ( AFL ) are a mechanicle device thats fitted internally..... I doubt that the petrol tank man that fixed your other problem could have interfered with it at all.
