How free should a turbo spin? I grabbed mine to check for play, spun it with my fingers and it turns freely but there is resistance there, like when i give it a spin with my fingers it stop's as soon as i let go. yes the ute had a new radiator, and had the water flushed and new coolant put in, new thermostat so the cooling system should be fine.
