mate you just got absolutly reemed, can you cancel the deal? From the shops I called (4) no one did the wheels any cheaper, and two other places that could do the tyres wanted another $20-$30 per tyre. I've had 3 quotes on 16x8s recently. 2 said $120, 1 said $125. These were all from fairly 'discount' stores with no fancy showrooms etc. Seems like ~$120 is the going rate these days. I think the people talking in $50-$70 range are probably buying 15s, and probably even bought them a few years back.

Surely turbo lag isn't a big deal in a touring 4wd? I'd consider the Air to Air for simplicity. Could it be top mounted with a scoop (ala WRX) to keep out the way of the radiator? Today my brother got some prices on wheels & tyres for his 80 series. He was quoted $120 ea for steel, but didn't like the look. He's gone for 265/75R16 S/Ts on alloys - about $2800 for five. 16 in wheels are generally a lot dearer over here in NZ (often double), not sure if that is relevant to you guys though. Black wheels look terrible on a Paj! (My 2c :P ) I hope they look good haha. I did a bit more ringing around and found a place that did the tyres for $330 which is a bit more palatable. Still a lot though. Problem is they want $120 for the black steel rims! I recon for what it's worth, for that type ot money why not muddies. That seems like a lot of money per tyre. If you havn't done a suspension lift yet your gunna need to.
