you'd want to get in touch with the Technical Department at the DPI in Welshpool before anyone else. These are the guys that decide whether or not a car needs to be engineered, and basically, whether or not you can drive it.

Is the car engineered in QLD, or just mod plated? I have heard of people ...

QLD is by no means the hardest state to have that sort of thing passed

BOVs can not be fitted on diesels as they have no throttle butterfly to trap boost pressure.

the MQ has an L series. Not an RB30.

the R30 Skyline with the L20ET engine has the turbo (and efi) gear that you need.

VLT pump will be touch and gop in regards to whether or not it can support that sort of an engine combo. if the truck still has the original low pressure fuel pump in it, use that as a lift pump into a surge tank, then run a bosch 044 from there. you could always skip the surge tank all together and ...
