Yes, simply get some spray putty and paint it on with a sandblasting gun. It works out at least as textured as commercial stone-guard type textured paints. Spray putty will crack if it is applied that thick. Its only mean't to be applied a couple of hundred microns thick. Better off using stone ...

I run 31inch MT/Rs on the hilux and 285/75/16 MT/Rs on the GU. Wouldn't buy anything else. They are used everyday whether going to work or out playing they are excellent.

I definately recommend getting it done professionaly. Go to a reputable place, these guys spray the shit everywhere( i know because i have to remove it quite often to repair and paint) and most will offer some sort of warranty. Doing it yourself is a bastard of a job. You will get more on yourself ...

The first thing i did when i got the hilux home was take the mudflaps off. I hate the bloody things. They look terrible and would tear them off while playing anyway! If i have a problem with the police i will look at alternatives then but so far so good.

Getting them blasted and powdercoated would certainly be the best option. Paint doesn,t like to stick to powdercoating cause it is just like painting plastic. Once you start taking them offroad the paint will scratch off the powdercoating and look fairly average.
