Internet opinions such as "I cant see a problem with it" dont really help much. Your best bet would be to call someone who would know (that may prove easier said than done).
"But he said he cant see a problem with it" wont stand up in an encounter with RN's crew.

I do have something similar on mine though, but I have a full width bullbar above it. Was stopped by transport once and they didn't bat an eyelid, also no problems with engineer, but when it was re-rego'd recently it caused some concern to the guy doing the safety cert.

Or, you could modify it by cutting, adding some plates and welding some nuts in the right places so that the sides can be out back on for daily driver use, and removed off-road. Maybe that's a bit much work for an old yota though.

I'm not sure the bumper covering the tyre is a requirement otherwise all the Clubman Kitcars eg Westfield wouldn't be able to be engineered.
A while a go I did find on the web the ADRs for front tyre coverage though (perhaps it was from a link on OL) anyway on TJ Wranglers they have this great big pieces of ugly plastic on the stock bumer which connect the the leading edge of the front guard. I believe this is to meet an ADR about minimum tyre coverage frontward (also applies rearward) in an arc around the wheel hub line. Say the flare/guard must cover the wheel in an arc 45degree forward and 60 degrees rearward from a vertical line from the centre of the whell hub (I just made those numbers up btw). Clear as mud? Ask google I guess. Anyway my Mahindra Jeep has a factory stubby bumper which the importer then bolted another bumper over the top - full width - with swept back bends on the end. I also read an ADR that the bumper must not have the possibility of "hooking" a pedestrian. Hence the swept back ends to get a 1950s Indian Jeep through 1990's ADRs.
Suggest an engineer if you are concerned else a complete bolt on over bumper?

I have an interest in this also for a build I'm doing. Does anybody know specifically what/which ADR's or other rules/regs that this breaches or more importantly what the rule/reg states? Not that I want to be a PITA, but so there is a better knowledge for us all in how to build to maintain these rules and still satisfy our own requirements.
