L/C swivel housings aren't hard chromed there just machined the swivel housing is only supposed to have grease in it so a "wiper" is used instead of an oil seal.Old Land Rovers had hard chromed swivel housings because there front axles used uni's instead of cv's and were oil filled.
I've cleaned up lot's of L/C swivel housings with a file and emery paper to get the rust pitting out of them if there severely pitted there junk but they usually clean up ok.
