What sort of bar for what car? The reason I ask is cause I know you have a few.
As a rule of thumb, 32NB is a good place to start. Personally I wouldnt use smaller except for bracing. Im certainly no expert but I have built a couple of cages before, one of which has stood up to multiple rolls and held up great.
As for where to get it, where are you located?
I use edcon steel in Brookvale as they are the closest to me. From memory you are based in the south west. Im not sure, maybe try these guys: http://www.southernsteel.com.au/
Cant vouch for them but the average for a length of 32NB heavy is around $50-$60 so maybe ring around.

No expert, but from what i've seen and heard to be complient with CCDA and CAMS specifications it must be seamless pipe.
In Vic there's no rules specific to material used. Just that OE seatbelts be retained, cage fitted close to roof as possible and lagged with protective material same density as sun visor. Also min distances relative to driver/passenger's head positions when seated.
At the end of the day anything's better than nothing. I'd use 32nb unless i intended to race.

Check out the RaceTech 350 range plenty of choices.
Was years ago that my ROPs was built but think my fab guy used a combination of the 44.45 and 38.1mm CDW with 2.6mm wall.

Would recommend performance metals - customer service is AAA+++ When i dealt with them they went above and beyond call of duty to make sure I got tube by the weekend after their freight company stuffed up.
I use 1 3/4 2.6mm cdw seamless when req by CCDA & 32NB Medium everywhere else
