i am running the 235x75r15s on a 15x8-24 rim. the 235 is recommended on a 15x7 rim i think, but you can go 1" either way.
the tire measures to 28" on my 15x8s and it is fatter then a 30x9.5 on a 15x7.
i got mine from fourbys paid $190 each around a year ago, asking price was $210
i have a set of goodyear wrangler 235x75 ats on a 15x7 rim and they measure to 28.5".
the only difference between the 30s and 235s would be a little extra $$$ and a bit in size.
id rather 31s, i did not think they would fit with my set up when i bought mine.

with a 2in BL you can fit 31's. you will need to space your bumpstops a little but they are cheap and easy to get as they seem to be a stock item for most brands of popular tyre
the 31's are best suited to a 15x8 F100 rim as they have a better offset that reduces them rubbing on thr springs on full lock. you will however need to put flare extensions on to cover them.
Best to get some t/case gears first and then see if you need a locked diff. Get 4.9's or 6.5 gears. the high is good for the larger tyres but the low range reduction is awsome. no more riding the clutch on big hills.

I ended up putting a air-locker in my front. I'm so glad i didnt weld it, it seriously will hardly go anywhere but in a straight with the front locked in.

just my opinion here but if your on a budget forget the shit like lights/snorkel/uhf/drop shackles. Lights can always come later, mud sucks, get a little hand-held uhf, and just make some extended shackles. I'd be putting that money towards lockers/gearing.
As for the above Q:
The zuk in the middle had 2" springs, RUF, flipped rims, rear locker & 235's federals and went pretty much where ever he pointed it... It did have an EFI 1.6 though...
My mate runs 31" Sime Centipede (sime not simex) which he got for like $200ish a tyre from advance tyres. They seem to go pretty well. Well, awesome for $200 bones anyway. EDIT these are the sime centipedes
