Tie down points aluminium tray.

I am installing some eye bolts into the back off my hilux for tieing down dirtbikes for trips away. basically the way im doin it is 1 eye bolt in each front corner and 1 in the front center of the tray that i will run 2 tie downs off (1 for each bike)

What im asking is will 55mm washers under the tray be enough to hold it down or should i be using a steel plate off larger size to stop it pulling through the tray.
Im more worryed about the center bolt as it will be holding both bikes and if it lets go will launch them off the ute.

Any other recomendations appreciated!

Can you run a bit of flat with 3 holes in it the whole way across to tie them all in together?

I'd just make up a plate instead of the washer.
