remove busted hub dowels

Any tips on removing a broken dowel that are busted under the surface of the flange on the hub?

Can you drill them out without damaging the dowel hole or are they hardened steel?

You can drill hardened steel. You'll need a diamond tip bit and keep it lubricated as it gets real hot. If it's not rusted up bad you could probably drill a small hole and use an easy out, otherwise drill it right out and put a tap through.

Can you drill new dowel positions rotated around from the originals and just drill straight through the axle flange then insert new dowel ?
