That picture is exacly what I have done both plates were made out of 6mm plate I firstly marked them out then used a oxy to cut out the 2 rings tack welded them together in 4 places then drilled the holes the correct size for a 10mm tap I taped 4 holes so I could bolt them together and put them on a lathe to machine the inner and outer diameters then finished of the rest of the threaded holes the outside diameter is exactly the same size as a 15 inch rim sat it on top and tacked it in 4 places them stich welded it on so as to minimunize worpage to easy and it cost nothing will post some photos when a mate can get over here with his digital camera
