Its called a ballance tube its for when the seal in the transfer that seperates it from the g box leaks.
due to all the oil [generally] running from the g box to the transfer the balance tube will some how from a lower point on the transfer supply the g box filler plug at a higher point .
Really good if u do alot of down hill driving ,basically a bandaid for a leaking seal

what hapens is the seals wears and the oil from the t-case runs into the g-box while driving and emptys the t-case ..
but the seal stop the oil running back into the t-case while stoped.
'so u fit a level pipe to let the oil back into the t-case.
problem fixed .
leave the pipe in place .

The seal is worn and this is usually caused by the shaft wearing. Replacing the seal usually means that the new seal will leak farily soon. So it means replacing the shaft the seal is sealing or repairing with a speedy sleeve maybe.
Accept the leak and leave the tube on. They work fine for years and much easier than changing the seal and fixing the shaft.
