I think the boat winch (2000lbs) is rated for pulling, not lifting (some winches have dodgy ratings like this). i.e. it can pull a 2000lb boat along a beach but I doubt it could lift 2000lbs.

Of course there is. If a winch is LIFTING 2000lbs, then it must support 2000lbs of load. If a winch is PULLING 2000lbs, the ground underneath the load is supporting the 2000lbs, the winch is only required to overcome the force of friction to move the load, not take the whole load.

It does matter, there is a difference. Yeah I know the load is the same etc etc but horizontal loadings are calculated differently to vertical ones.
