your idle up will be out of ajustment on your carby. nothing serious. just a screw that has either fallen out or needs ajusting.
The reason for the device is to keep the revs steady when power is getting drained as with such small alternators and batteries they are very sensative to power being drained from lights, demisters etc.
check the little vacum actuator near the front of the manifold for leaks.when you switch the light curcuit on it transfers vacum from the manifold to the carby.then via a dashpot on the carby increases idle a little.
