i have put commodore shocks in the front of my car and unbolted the rear shocks to see how restrictive they are. i only gain 10mm of droop if that in the rear. im running stock leafs with 2 inch shackles.
is this normal?

Yep.
It's actually quite hard to get more vertical travel out of a sierra rear without major work. The springs are quite arched even for 2" lift and already quite soft so they're not going to droop out far from ride height even with longer shackles, pulled leaves etc.
Significantly longer springs is the answer for more travel, but that's not all that easy in a SWB due to wheelbase and overhang issues.
