For 31's, I wouldn't go any higher than 2" lift.

Have a look at EFS for the springs and Koni shocks, I have nothing but goods things about both...

The Turbo on a 1kz is a CT-12B.

If you don't want to risk going to a wrecker, then I could only suggest you ring a few Turbo workshops and get quotes for a reco unit.

What State are you in?

For your price range, I would probably suggest a Pajero aswell.

If you go the V6 model, make sure it's the later 3.5ltr, not the 3.0ltr variant.

From memory, the GLS has factory lockers aswell...

I used the spray on stuff for under my wheel arches and underneath the rear of the wagon section. It made it a fair bit quieter, but I still plan on using the dynamat stuff(when i can afford it) to lay on the inside of the car.

I can't talk from personal experience, but I imagine as long as the motor does not come up in the system as stolen, then you should have no problems.

Maybe your best bet would be to go to a Blue Slip Inspection Station and ask the question before handing over your money and being rejected?

well its got a steel bull bar, steel tray and a steel tow bar, with 2 small steel tool boxes on either side of the tray.

I dont carry any weight on the back except for the odd occasion so generally its un-loaded.
