That doesn't have any "interlocking" of the lockers i.e. each can be operted independently of the other. If this is what you're after then it looks good to me.

It seems as though the LED bar is generating a noise and the case needs to be earthed to form a shield and this may be a manufacturing fault.

FWIW, I remember seeing them in the garage in Innamincka in 2006. I was surprised at the time, because I didn't think 17s were that common.

From the reading I can find, a standard uni shaft the diff sits nearly parallel with the output shaft on the transfer but with a d/c rear shaft you can angle the pinion up at the transfer flange.

I know for gear/cable driven speedos you just change the drive gear on the gearbox but I don't think that works for the electronic ones.

While these are undoubtedly required for some (if not most?) vehicles with electronic speedos, there can be alternatives.

The simplest way to achieve this would be a relay that is switched by your ignition. That's easy when you say it fast, but the trick is finding a suitable source to power the relay, and a suitable circuit for the relay to switch.
