I am of the beleif that the navigator must drive the vehicle at atleast on stage during the competition. The rules do not state that the navi must hold a current/valid drivers license (driver must) but only state that the navi must produce current/valid proof that they are over the age of 17
So just to clarify that the navigator must also hold a current/valid drivers license and produce it??????????

And I have also asked navigators to be licenced since handing out the rules.
It has not been a probelm so far but if it is for anyone please contact me asap.

As long as your car is engineered in a reasonable manner, has working lights, and you are carrying the appropriate equipment it isn't hard. Steve have you seen the flop lux lately. Any taller and skinnier and Al Queda would be flying air liners into it.
What I would say is that if you would be keen to give it a go, and your car is suitable it doesn't hurt to bring it along on the weekend and bring along a third party insurance extension.
